Focused Motion Blur Graphic Tutorial
1. Open the graphic and select the ‘Polygonal Lasso Tool’. Select the object just inside of the border instead of going around the edge. Right click and ‘Select Inverse’.

2. Go to ‘Filter > Blur > Motion Blur’ and set the ‘Angle’ to 30, click OK. Now the part that is not blurred will still be quite edgy and obvious, so go over to the toolbox and select the blur tool. In the options bar, select one of these brushes (x) and bring the brush size down to about 30-ish. Double check the Opacity is 100%. Now, go around the sharp edges with the blur tool until they, well, blur together.

Finished! Edit the picture however you wish from here, I only added a colouring (psd).
